Challenge
The State of Texas and a northern Mexican state sought to strengthen collaboration on shared border security and regional stability. Despite mutual interests, differing legal frameworks and political sensitivities made direct engagement complex. Both governments required trusted intermediaries to facilitate constructive dialogue and ensure alignment of strategic objectives.
Approach
We facilitated a high-level introduction between the Governor of Texas and the Governor and cabinet of a northern Mexican state, establishing the foundation for productive cooperation. Acting as strategic advisors, we helped shape the framework for engagement and negotiation, aligning both sides on shared priorities in border management and intergovernmental coordination.
Impact
The collaboration resulted in a formal memorandum of understanding (MOU) between the two states, creating a new channel for cross-border cooperation. The agreement strengthened bilateral relations, improved coordination on border operations, and set a precedent for future U.S.–Mexico state-level partnerships.
